I think, that app-text/docbook-sgml-utils requires for succesfull build also sgmltools-lite (or similar package providing the same features). Reproducible: Always Steps to Reproduce: Merge package, which requires app-text/docbook-sgml-utils to empty system. Prior merging of sgmltools-lite fixes the problem.

That's interesting; sometimes they actually appear to conflict. Are you using stable or unstable trees? (i.e., ~arch?)

looking at the dependencies here, adding sgmltools-lite requires one of the TeX packages, each of which is 50odd megs. for people that dont actually need those sorts of things, just the sgml dtd's etc, this would be quite a heavyweight inclusion.
could you please try docbook-sgml-utils-0.6.12-r1, i dont have /usr/share/sgml/stylesheets/sgmltools/sgmltools.cat and my build of sgml-utils works fine
if this problem comes up again feel free to reopen, as it is, months have passed and this looks like an isolated case.
