When LC_ALL != EN, bootup messages (eg. fsck) display wrong characters when system is configured to use unicode. I think it's because consolefont and keymaps aren't loaded that early. Perhaps we should load them first before trying to display anything.

My LC_ALL is "de_DE.UTF-8" and I get defective umlauts when fsck runs.

Reproducible: Always

Steps to Reproduce:
1. Configure system to use unicode
2. Set LC_ALL to use a non-english language with non-ascii characters
3. Force an fsck for next reboot

Actual Results:  
Wrong characters displayed

Expected Results:  
Correct characters? ;-)

We already have this fixed in our svn, will be in baselayout-2.0.0_alpha2
