When init the system sysklogd fails to start:

 * sysklogd -> start: syslogd ...
 * start-stop-daemon: /usr/sbin/syslogd died
 * Failed to start syslogd                                               [ !! ]
 * ERROR: sysklogd failed to start

When manually start sysklogd it says syslogd is already running

/etc/init.d/sysklogd start
 * sysklogd -> start: syslogd ...
 * start-stop-daemon: /usr/sbin/syslogd died
 * Failed to start syslogd                                               [ !! ]
 * ERROR: sysklogd failed to start
