The il8n packages for KDE are not in the package database.  When I go to the
Regional Settings area in the Control Center in KDE, the only language I can
pick is American English.  In addition to English, I'd like to set up Japanese
support on this computer.  Apparently these are in the kde-il8n packages but I
couldn't find those in the Gentoo package database.  Please advise.

Steps to Reproduce:
1. Go to the KDE Control Center
2. Under Regional and Accessibility, choose Country Region & Language
3. Click Add Language -> Other

Actual Results:  
The only language available is English.

Expected Results:  
Gave me a list of languages to choose from, including Japanese.
