I changed the 2.3.16 ebuild's DEPEND to reflect this requirement and then found that alpha, mips, sparc and x86 would then be in trouble, so I didn't commit the ebuild and will attach the ebuild patch here instead.

I've already fixed this, mips-keyword is removed (it's up to them to get their deps ready) and gimp masked in all 2.4-profiles.
