Emerging kdebase-meta on a system without X11 does not install all necessary X11 dependencies to run KDE.  

Reproducible: Always

Steps to Reproduce:
1. Have a system without X11, e.g. fresh install
2. emerge -vD kdebase-meta
3. put startkde into .xinitrc
4. startx

Actual Results:  
No x11 server installed, startx/xinit fails with:

xinit:  No such file or directory (errno: 2):  no server "X" in PATH

x11-base/xorg-server is not installed.

Expected Results:  
emerge -vD kdebase-meta should pull in all packages required to run KDE on a system just installed.

The profile here is default-linux/x86/2006.1/desktop

Without X11 video driver no X. As soon as you install an X11 video driver, xog-server does get installed.
