The ebuild says GPL-2, but there is no reference to this in the tarballs.

The tz-link page says:

   The public-domain time zone database contains code and data that ...

Also the source files have the following comment:

Yea, most of the files are "public-domain".  There are 3 or 4 that have a BSD license on them (in tzcode).  So, public-domain or BSD...but certainly not GPL :)
