lazarus-0.9.22-r1 is ~x86, while you have ACCEPT_KEYWORDS="x86". Therefore I assume that you added lazarus to package.keywords. You should also add librsvg-2.16.1-r1, as now you're mixing stable and unstable. The block is a way of telling you that lazarus won't work with librsvg-2.16.1 (bug #168168). Please unmerge it, add librsvg-2.16.1-r1 to package.keywords and try emerging lazarus again.
As said in comment #1, lazarus won't work with librsvg-2.16.1. The block is correct and intentional; you need to either upgrade to 2.16.1-r1, or remove librsvg and everything that depends on it. There's no bug here.
