Hmm. This is heavy - several patches to kdelibs and kdebase, plus a whole new ebuild for the 
shadowconfig part. I'm not going to do this just now (it'd also require tesing and QA to go in), 
if anyone else wants to he's welcome. 
Matt: you might submit a shadowconfig ebuild and new kdelibs, kdebase ebuilds.

I think that migrating this into kde itself would be a smarter solution.

Maybe later we will provide support for this kind of addon, but we prefer something that works as a simple plugin.
