In ebuilds, portage outputs color.
Colors are invoked from utilities like einfo, eerror, ewarn, epatch and maybe
some others.

Reproducible: Always
Steps to Reproduce:
NOCOLOR="true" emerge portage (package with einfo or such in the ebuild)

Actual Results:  
Outputs color on einfos

Expected Results:  
It should have not made color output. :)

This is already fixed, but in baselayout-1.8.6.3 ...

    Merge changes from Nick Jones <carpaski@gentoo.org> to not run stty if
    used in portage.  Fix the NOCOLOR stuff.  Updated /sbin/functions.sh for
    this.

Fixed in baselayout-1.8.6.4.
