"blocks on a package provided by the ebuild do not count" is not
entirely accurate. Suggested replacement: "blocks on an oldstyle
virtual provided by the ebuild are treated as blocks of any currently
installed packages providing the virtual." The current wording
suggests they have no effect at all.
