Section 3.5 says the text of the license must be "in human-readable
form", and "Plain text format is strongly preferred but not required".
If "human-readable form" does not mean "plain text", what does it
mean? This should either be clarified or dropped.

Plain text means just that -- simple UTF-8 text. Other human readable formats that aren't plain text include HTML and PDF.

such a req is in conflict with two licenses in the tree-
PoseidonCommon.pdf, gips_iLBClicense.pdf

suggest getting that rectified.
