I know I'm not rl03 but since I looked over Emanueles contributions to the webapp-overlay let me give my comments since I am not convinced that we should add him to the Gentoo team (at least not at the moment):

Emanuele contacted rl03 and me around November last year and started hanging out in #gentoo-webapps frequently. He offered his help with Gentoo and if I remember correctly rl03 started looking over his work in some of the webapps related bugs. Emanuele started rather early to nag about his developer status and if it would be possible to open a dev-bug for him.

We told him that he needs to be somewhat more patient since we both did not have much time available. This was definitely a problem from our side and I can understand it if he got frustrated by that. Anyhow I also remember the time when I became a dev and met a very similar situation when I approached Stuart and rl03. 

At some point I had the feeling we really did not enough to advance his status so I asked rl03 if we could give him access to the webapps-overlay. I also promised to look over Emanueles work which I did. He started wildly bumping ebuilds wihtout ever testing if they would actually emerge later on. So I told him to be more careful and tried to explain the basics of webapp ebuilds.

And this the main reason I would consider denying him a dev status: I did not have the impression that he was really willing to learn. Instead he was rather focussed on getting his dev-bug opened and continued nagging about it. And at some point he simply disappeared and I did not have heard from him since.

So I would not say that he actually has any relation with the webapps team at the moment. After seeing this bug I actually removed his access to the webapps overlay (this can be temporary and he should contact us about it). 

I would certainly welcome it if he contacts us again on #gentoo-webapps to clarify the situation but I don't feel it is correct that he uses his access to the webapps-overlay as a plus for his application as Gentoo developer.

This is only my opinion and I did not (yet) talk with rl03 about this.

Since rl03 does not reply, wrobel seems contrary I mark is LATER.
rl03 feel free to reopen it if you allow me to maintain bathym

So? He added his email to CC when web-apps was already there. Supposedly it was for a reason so it's not your job to mess with those settings.

bathym does not have free time to spend for gentoo so he asked me to close this bug
