Building licq with "kde" as a USE variable doesn't work.  I believe I found
something applicable:

Patch for Licq 1.0.4 and KDE 3.0

Licq 1.0.4's qt-gui will not compile with --with-kde. I made a patch to solve
compile problems. The patch is against Licq CVS and works with current KDE CVS.

1.0.4's protocol is so b0rked, that i decided to just mask licq 1.0.4, to stop
the stream of complaints... If your patch works for a recent daily snapshot of
Licq (1.1.0), i'll re-include it into portage.. Let me know please! Thanks
