After emerging baselayout-1.12.10 coming from baselayout-1.12.9, /sbin/rc-update is now a symlink to a non existant "update-rc"

Reproducible: Always

Steps to Reproduce:
1. emerge =baselayout-1.12.10
2. # ls /sbin/rc-update -l
lrwxrwxrwx 1 root root 9 Apr  8 02:17 /sbin/rc-update -> update-rc
3. # which update-rc
which: no update-rc in...
