Bug 17371 – Some people are missing step 13

It seems that the documentation is misleading about step 13. I found some people
that had problem with "mount not found" (or other vital apps missing) and all of
them did not understand that even if starting from stage1 step 13 is required.
It is written in the guide but maybe it should be pointed out in a clearer way.

the guide has since been rewritten, and this is much clearer.
