openssh-4.5_p1-r1, openssh-4.5_p1-r2 and openssh-4.6_p1-r1 use
diropts -m 0600
dodir /etc/skel/.ssh

So, no executable bit set on the directory.  New users with the data copied from skel and an ssh-key can't login.

Is this intended or a mistake?

It just came to my mind that we probably should make sure that this is fixed in the release.
