how pedantic do we want to be ?  aka, do we need to define exactly what things like "should", "shall", "may", etc... mean ?  ive seen people argue that a statement in a spec that used the word "shall" meant the behavior it described was optional ...

I don't think we were pedantic enough when using those words when writing the spec... Someone needs to check all such usages before we add this.

r137 makes us pedantic enough, I think. I'd still rather not stick the RFC in explicitly because it encourages nitpicking over words...
