Personally I don't see a need for adding this. You can easily define a backtick command with date +%j and use this instead of patching screen.
Why bother with any of the date % replacements then?
I have no problem with adding support for additional format options, but primarily with adding a feature patch that upstream hasn't accepted yet. It may end in that upstream never adds it and we (have to) keep the patch, port it to future versions or in the end drop it and annoy our users that a feature they relied on is now gone.
