On a fresh Asterisk-1.2.14-r2 install directories inside: /var/lib/asterisk/sounds have a wrong permission including "digits" directory hence the problem. asterisk-1.2.17 in cvs in ~arch, it'll take a couple of hours for the files to get to the mirrors though. should fix your issues, otherwise feel free to reopen this bug. it should go stable soonish.
