In Webmin 1.300-r1.
When adding a new rule in the Firewall Module of Webmin and pressing the "Apply Configuration" Button in the Firewall Module of Webmin the configuration won't be applied.

Reproducible: Always

Steps to Reproduce:
1. Add new rule
2. Apply Configuration
3. Wait until Page is reloaded

Actual Results:  
The new rule is no longer there.

Expected Results:  
The new rule should have been loaded into the activ firewall.

I've found out that in "/usr/libexec/webmin/firewall/gentoo-linux-lib.pl" the commandline "/etc/init.d/iptables restart" gets executed. But a restart overwrites the changes made by Webmin and saved in /var/lib/iptables/rules-save. Instead a reload should be done. So that the configuration won't be overwritten by iptables.
