I think portage would benefit from a 'stable stable' branch. Something like FreeBSD STABLE and Debian Sarge. In my opinion the current stable branch is more fitting for desktop users willing to update their system each week. There are people (most noticeably server admins) who don't need the latest offerings and thus don't want to update each week but find once or twice a year more appropriate.

Well, this definitely isn't anything that portage folks could fix ;) The idea has been around for ages and never got anywhere due to lack of interest from maintainers...

I can understand that :-). How can I as end user help getting this on the agenda?

You'll need to recruit a team to support it.  If it's to be an official Gentoo project, at least some of the team will have to be official Gentoo developers.  In your recruitment efforts, one place that you might try is the gentoo-security mailing list (since a stable tree will likely be focussed on security updates):
