As per summary; /mnt/gentoo/etc/make.conf no longer exists in stage3. Reproducible: Always
You have to create the file yourself, and yes, make.conf.example does exist; it is created when you unpack the stage. Furthermore, even just creating a minimal make.conf from the examples listed in the handbook is quite sufficient. If you've managed to reboot into your new system without a make.conf.example or make.conf, that's indicative of user error.
