Please add a new component for devmanual to "Doc other".

Bugs in "Developers Howto" are assigned to devrel@. Devmanual bugs should be assigned to qa@.

Is it possible to rename "Developers Howto" to "Developer Handbook"? Devrel, is this ok for you or do you have a better name?

Developers Handbook is much better than Developers Howto for sure.
