Fix crash found in 0.4a with recent GTK+ versions.

I am using the keyworded x11-libs/gtk+-2.10.7-r1 and suxpanel segfaults. The new version works fine.

CFLAGS patch for the suxpanel-0.4b Makefile

Makefile patch for suxpanel-0.4b.

I copied the patch from suxpanel-0.4a and removed the part with
+   mkdir -p $(DESTDIR)/usr/bin 
from the Makefile (this was fixed upstream).

ebuild for suxpanel-0.4b. Copied the ebuild from suxpanel-0.4a and changed the SRC_URI to http://download.berlios.de/suxpanel/suxpanel-0.4b.tar.bz2.

Version bumped and cleaned the ebuild a bit..
