It appears that the above card needs kernel hotplug to load firmware (HOTPLUG and FW_LOADER). These could be added to the kernel checks. 

According to the Makefile it appears that adding the following to src_install should get the firmware installed:

# Create firmware directory
mkdir -p ${D}/lib/firmware/

Actually he can't, he has no gentoo-x86 cvs access.
Fixed in zaptel-1.2.16, please test and yell if it's br0ke.
Also added a CONFIG_FW_LOADER check.
