libmpeg3-1.5-r1 needs to filter -fno-common from CFLAGS in order to build.
tested on 3 sperate machines, and all failed with the exact same error with
-fno-common in CFLAGS, attached is a fixed ebuild for libmpeg3

Steps to Reproduce:
1.add -fno-common to CFLAGS
2.emerge libmpeg3
3.

Actual Results:  
the build fails
