when compiled with dbus support dnsmasq gives me this error upon start:
dnsmasq: DBus error: Connection ":1.10" is not allowed to own the service "uk.org.thekelleys.dnsmasq" due to security policies in the configuration file

the cause is that dnsmasq's Dbus policy file isn't installed

We also have "use dbus" in the init script now too.
