when the system is configured to use a raw-isdn connection, expected by the isdn-4k-utils to use for example isdn0, there is no ipppd or pppd needed the data is send raw , therefore it is called raw-isdn, over the link. the ipppd.sh script is started by the net-scripts for this connection-type and tries to start an ipppd, which, of course, fails.
