The sys-apps/baselayout-1.12.9 ebuild gives 

INFO: postinst
Please be sure to update all pending '._cfg*' files in /etc,
else things might break at your next reboot!  You can use 'etc-update'
to accomplish this:

In my book, anything telling me "things might break" is a warning. (If not, it should at least use elog so it gets logged by default.)

i dont really know how useful that'd be ... it's meant as a reminder, not a warning, so it's shown in every baselayout ebuild ...

i dont use elog myself, so i dont know how cluttered it is

plus, users should know to run `etc-update` after all packages, not just baselayout ...

Nothing to do on our end. We already talk about proper use of etc-update, and we have no control over what goes into the ebuild itself. If you want to do ewarn instead, go for it.

I think newer portage versions handle this.
