When I updated mldonkey from 2.7.7 to 2.8.2-r1, the new configuration file /etc/conf.d/._cfg0000_mldonkey was created with -rw------- permissions, while all others have -rw-r--r-- 

Reproducible: Didn't try

You want all your users to be able to read your username/password? Please do a bit of research before filing bugs.
