nick,

with the recent slew of bum rsync mirrors out there, and the constant influx of
new users into gentoo, we need a way of recording which mirror(s) were last used
to rsync stored somewhere.  there's one, for instance, which is apparently
MONTHS behind, but we can not locate it with ease.

All the ones in global circulation, I watch... and they are current.
There are a few that people might set explicitly... and that would
causes them to be wrong, as they are using a not-presently-endorsed
mirror to sync from... The current method makes this impossible...
I'll have to exploit 'dig' to make this a features (along with
proper random-server use).
