I'm adding your ebuild in, and I've listed a few changes that were required below:

The header line only needs to contain "# $Header: $". That's a cvs thing, it's updated automatically when a developer commits a build.

The license is LGPL-2.1, not GPL-2 (Found in the COPYING file in the source dir).

SLOT should be 0, there is no need for multiple slots with this package

This one is more rare, but it's dependant on libxml version 2.5.1 and above (from configure output), which in portage is "libxml2-2.5.1"

Sorry for all the faults, I'll pay my attention to those details when I submit another ebuild.
