When an emerge ntp is done it fails when trying to patch the file.  The outputs
are attached.

Reproducible: Always
Steps to Reproduce:
1.emerge ntp
2.

Actual Results:

try removing 'userpriv' from FEATURES and emerging as root

That worked so I guess the ebuild should print a warning about this and you can say this one is resolved.

fixed with Portage 2.0.48
