I'm having a similar problem but I already have dev-perl/XML-Parser installed. I looked at the configure script and told it to echo the command it was using to check for the package and I got this: checking for XML::Parser... Here's something strange. The gaim configure script was running this command to check to see if XML::Parser exists: /usr/bin/perl -e "require XML::Parser" I ran that command from the shell prompt and it didn't echo anything basically meaning it had found it. Then I ran the configure script for gaim again and this time it found it. I then ran emerge on the gaim package and it installed fine.
ok, I added the build time dependency to net-im/pidgin (the successor of gaim).
