http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=2&chap=5#doc_chap7 talks about removing specific versions of ebuilds. however the dev handbook does not have information on removing a package entirely from the tree.

http://dev.gentoo.org/~phreak/projects/treecleaners/ has info and a link to that page could be added until something more detailed is written. it would be good if a link to the treecleaners page could also be added to http://devmanual.gentoo.org/

Adjusted the patch slightly (thanks to Bryan telling me about `cvs -Rf`) and commited to cvs.
