sys-apps/hal-0.5.7.1-r3 has direct dependency on intltool, even where internationalization isn't desired (selected USE=-nls)

Reproducible: Always

Steps to Reproduce:
1.USE=-nls emerge hal

Actual Results:  
hal wants to emerge intltool

Expected Results:  
I specified -nls, intltool shouldn't be used.

Patch prepared, will be attached next

Not happening. Too broken. If that's all ya got, resolving this as UPSTREAM.
