Hi arch teams. There will be an upcoming new release of portage-utils. 
Before that takes place we want to be sure all bugs are worked out. We
don't expect there to be many bugs. In the meantime I'd like to request
that you test and mark stable the 0.1.23 release on your respective
arches.

The desire to push this to stable is mainly due to fix a bug 
with quse -D <flag>;  segfaulting.

MIPS is cool.
