Whenever I load wmnetload, it displays a black window instead of the normal dockapp application. I have tested this on 3 machines (2 x86, 1 sparc64, all running Gentoo), and they all output the same black window. The sparc machine is a fairly new installation as well.

This has been going on for quite some time, but I have been too lazy to file a bug. I've downloaded some older versions from dockapps.org and tested those as well but they reproduce the same thing.

What window manager/desktop environment are you using? I can reproduce your issue when (trying to) load this dock app on Gnome, but on WindowMaker it works fine...

All 3 machines are running fvwm-2.5.18-r1.

Good. This is a limitation that several dock applications have. Some of them have a feature that allow them to create the window differently so that it does work on  other window manager that windowmaker; I'll see whether this feature can be added to this one without too much effort...

It cannot be done in a simple way, as this change requires to modify both the application and its underlying library (libdockapp)... I won't do it for now.
