Old versions of cisco-vpnclient-3des don't have digests for SHA256 and RMD160.  In order to build digests for newer versions, Portage gives an error message if you don't have digests for other files or the other files.  This is a problem for cisco-vpnclient-3des because it has a fetch restriction.

Versions of cisco-vpnclient-3des earlier than 4.6.02.0030 either need SHA256 and RMD160 digests, or they need to be removed.

On irc.freenode.net #gentoo-portage,
21:41:35 < zmedico> portage-2.1.2 requires SHA256 and RMD160 since they'll be 
                    needed when we transition to manifest2 only
