Ebuild HOWTO (http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=2&chap=1), part 1.e., says: "Never set RDEPEND to DEPEND yourself in an ebuild.", with accent on "Never".
On the other side, Ebuild policy (http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=3&chap=1), part 1.e., says: "RDEPEND should be set explicitly, even if RDEPEND=${DEPEND}."
