After eix upgrade (eg. 0.6.4 -> 0.7.9) user have to update his cache - run "update-eix". Maybe add this as an information after merging new eix version? However it is not important because on first use after emerging user will be notified that he has to run "update-eix".

Reproducible: Always

Steps to Reproduce:
1. Update eix (0.6.4 -> 0.7.9).
2. Run eix.


Actual Results:  
Your database-file uses an obsolete format (16, current is 17).
Please run 'update-eix' and try again.

Don't see much need for this, the runtime message is pretty clear.
