be nice if at the top of the guided bug report, there was a standalone paragraph with a link to:

and actually, the expert page could use it as well ... right now it points to http://bugs.gentoo.org/page.cgi?id=bug-writing.html but it should point more prominently to http://www.gentoo.org/doc/en/bugzilla-howto.xml

The same message (user-message template in bugzilla) is now on the top of both pages, and modified to use the bugzilla-howto link instead of the bug-writing page.
