According to the website this version adds support for the new table of content view in the help browser in recent GIMP versions, adds a few new translations, and fixes a lot of bugs.

Since this release adds several new translations (and probably more to come in the future) it would be nice to update the LINGUAS handling to respect the environment variable in /etc/make.conf instead of relying on use flags that are somewhat hidden from the user. See bug 148880 for more details.

bug #159642 has been resolved in 0.11, so the version bump is enough to fix that bug, too.
