When emerging quanta 3.1, for some reason, it gets installed into /usr/bin
rather than /usr/kde/3.1/bin!  IE the prefix SEEMS to be /usr rather than
/usr/kde/3.1!

Reproducible: Always
Steps to Reproduce:
1. emerge quanta

Actual Results:  
Gets installed into /usr

Expected Results:  
Should get installed into /usr/kde/3.1 (or $KDEDIR)

/usr/bin is the correct install location for kde apps.  This was done to make things a bit better if you are running multiple versions of kde.

only kdebase gets installed into /usr/kde/$KDEVERSION. kde apps  
goes to /usr/.  
If quanta needs to be installed in /usr/kde/, please reopen (quanta 
starts without problems here (and is installed in /usr/bin/quanta), 
but I don't use it, so there might be missing functionality if it is 
installed into /usr/bin/quanta).
