If you boot from the install cd, and select a keymap like swedish, you get a keymap that's using raw ADB keycodes (like mac-se), and obviously doesn't work. Instead you should use a keymap like se-latin1 (and add the line keycode 125 = AltGr).

What installation cd are you using?

Is a 1.4 beta with creation date around 2002-08-08. 
 
After speaking with gerk it sounded like nobody had done anything about it and that 
it still exists on the cd's.

I have similar problems. Choosing the Finnish keymap (15 fi) Gives an error 

"loadkmap: This is not a valid binary keymap"

CD burnt from gentoo-3stages-x86-1.4_rc3.iso

you need loadkeys - not loadkmap :-)

loadkmap is only valid on smallercds
