New mirror in France/Paris provided by CNRS/IPSL. It provide gentoo-portage and gentoo-distfiles tree using http/ftp or rsync protocol. It seems the is no rsync mirror in france currently. Olivier, that is why you will always see gentoo people using UTC in timestamps. 237.31K/s to western Canad, mirror looks good.

It is currently syncing from rsync://ftp.belnet.be/gentoo/, and yes rsync hang for some reasons. However, without any during months, it is hard to really assume you're still interested. Moreover, I currently two tree from gentoo: distfiles and portage, which one are checking, do you have a procedure I can run myself to check mirror is ok ?
Olivier, Apologies for the delay, we should have gotten to this earlier, but real life intervenes :) I was running a check on distfiles, which needs to be synced once in 4 hours as mentioned in http://www.gentoo.org/doc/en/source_mirrors.xml gentoo-portage is rsync only (no need to provide http and ftp) and is synced twice an hour as mentioned in http://www.gentoo.org/doc/en/rsync.xml Also, gentoo-portage is put on top of the tree, like distrib-coffee.ipsl.jussieu.fr/gentoo-portage
Real life is the worst that can happend ;) According doc: 1 0-23/4 * * * mmm ~/etc/mmm.cfg run /mnt/distrib/distrib/linux/gentoo-mirror/gentoo-distfiles/ (mmm is a tools I wrote to manage all mirrors process: locking, delay computation, etc...) So every four hour, 1 minutes to not start in same time than others process basically set at 0 minutes. gentoo-portage is offer via ftp/http because same rules than others distro I hosted. I can remove if necessary, but "rsync rsync://distrib-coffee.ipsl.jussieu.fr/gentoo-distfiles/" works. So mirrors should comply. BTW: the last issue come from rsync, I'll have to investigate in code, it hang for an unknown reason even the "--timeout 720" options. I had also to increase the value otherwise the peer mirrors didn't reply before. Currently is it syncing from belnet.be, closed mirror near of me for the testing procedure (and faster). Regards.

I currently synch from belnet.be, synching distfiles need more 4 hours at more 1,5MB/s. It seems iso (like releases/historical/sparc/2004.3/livecd/sparc64/install-sparc64-universal-2004.3.iso) are synch completly transfert everyday. I cannot do more. Mirror will stay in place, but less synchronize. Closing then.
