Online package database only shows a few links and each of those only has one 
link in it. Direct access to known pages fails.

Reproducible: Always
Steps to Reproduce:
1. Click the "Online package database" menu link.
2. Click on any of the listed category links.
3.

Actual Results:  
See only one package in any given category

Expected Results:  
See the full category list with several packages listed in each.

Next day this looks to be resolved. What happened to cause this and how can it be stopped in the future?

issue is resolved.  closing ancient bug.
