Is this Perl module a dependency of another ebuild? If not, we recommend using the beta-but-pretty-safe g-cpan.pl (which should be on everyone's systems) to install Perl modules. It's what we're moving toward, and works well for anything that is not something elses dependency. If it is a dep, or g-cpan.pl errors trying to install it, then reopen this and I'll add the build, otherwise use g-cpan.pl, and tell your friends.
