Hello,
We (kems.net) would like to provide an official gentoo rsync mirror. We are one of
the main ISP's in Kuwait and we have 6 E1's as well as a DS3 connection as a
backbone. The rsync server is now setup at mirrors.kems.net so please let us
know if it's possible for us to be official.

Added mirrors.kems.net to the list of servers allowed to sync from rsync1.us.gentoo.org.  Please update your server to sync against this mirror.  Once you have done so, update this bug accordingly.  We'll keep an eye on it over the next few days and add it to the rsync round-robin rotation assuming all goes well.

The server is now syncing against rsync1.us.gentoo.org at :00 and:30.

added mirrors.kems.net to the rsync rotation.  it is also rsync1.kw.gentoo.org.  Please let me know if you don't start seeing traffic in the next few hours or so.
